Three years after the events of Book 2 (which ended with the Harmonic Convergence and the creation of a new Spirit Portal in Republic City), Korra has mostly recovered from her battle with Unalaq. However, the world has dramatically changed. The Harmonic Convergence unleashed spiritual energy that has created new airbenders across the Earth Kingdom and the United Republic, seemingly at random.

The main antagonists are Zaheer and his three companions: Ming-Hua (a waterbender without arms), Ghazan (a lavabender), and P’Li (a combustionbender). They are a splinter group of the Red Lotus —an ancient anarchist faction that broke from the White Lotus.
